Recently, the State Council issued the overall plan for China (Shandong), (Jiangsu), (Guangxi), (Hebei), (Yunnan) and (Heilongjiang) pilot free trade zone (hereinafter referred to as the overall plan).
The overall plan points out that the establishment of pilot free trade zones in Shandong, Jiangsu, Guangxi, Hebei, Yunnan and Heilongjiang provinces is a major decision made by the CPC Central Committee and the State Council, and a strategic measure to promote reform and opening up in the new era. Guided by Xi Jinping's socialist ideology with Chinese characteristics in the new era, we should fully implement the spirit of the nineteen and third Plenary Session of the party's nineteen and second plenary session, adhere to the new development concept, adhere to the development of high quality, serve actively and integrate into China's major strategy, and better serve the overall strategic layout of opening up, and make the pilot area of trade a new height for reform and opening up in the new era.
The overall plan puts forward the pilot tasks of differentiated reform with different emphases. Focusing on accelerating the transformation of new and old development momentum, developing marine economy, and forming a new highland of opening up, Shandong pilot free trade zone has put forward specific measures to cultivate new trade patterns and modes, accelerate the development of marine characteristic industries and explore local economic cooperation among China, Japan and South Korea. Jiangsu pilot free trade zone puts forward specific measures to improve the level of overseas investment and cooperation, strengthen the financial support for the real economy and support the innovation and development of manufacturing industry. The Guangxi pilot Free Trade Zone, centering on the construction of a new international land and sea trade channel facing ASEAN, has formed an important gateway for the organic connection between the maritime Silk Road and the Silk Road Economic Belt in the 21st century. It has put forward specific measures such as unblocking the international channel, building a pilot demonstration area for cooperation with ASEAN, and building a gateway port for land and sea connectivity in the West. Hebei pilot Free Trade Zone focuses on the construction of an important international trade logistics hub, a new industrialization base, a global innovation highland and an open development Pioneer Area, and puts forward specific measures to support the development of international bulk commodity trade and biomedicine and life health industry. One belt, one road to Yunnan, and an important channel for interconnection of the Yangtze River economic belt, is the key link for the construction of a major link linking South Asia and Southeast Asia. It promotes the formation of China's radiation center and open frontier for Southeast Asia, and puts forward specific measures to innovate the border economic cooperation mode and intensify international cooperation in science and technology. Focusing on deepening the adjustment of industrial structure and building the central hub of regional cooperation with Russia and Northeast Asia, Heilongjiang pilot free trade zone has put forward specific measures to accelerate the transformation and upgrading of the real economy, promote innovation driven development and build a transportation and logistics hub for Russia and Northeast Asia.
The overall plan emphasizes that during the construction of the pilot Free Trade Zone, it is necessary to strengthen the bottom line thinking and risk awareness, improve the risk prevention and control and disposal mechanism, realize the stable, safe and efficient operation of the region, and effectively safeguard national and social security. Give full play to the enthusiasm of local governments and departments, do a good job in implementing various reform pilot tasks, and build a pilot free trade zone with high standards and high quality. All localities should strengthen local legislation, improve the working mechanism, and create a high-quality management team. All relevant departments should promptly delegate relevant management authority and give full reform autonomy. We should strengthen the summary and evaluation of pilot tasks, strengthen the systematic integration of policies, form more replicable and generalizable reform experience, and give full play to the role of demonstration and driving.
